The FSGB found that these practices raised such serious concerns about accuracy that it threw out the findings of six "Reconstituted Selection Boards," which the Department uses to rate officers who have successfully challenged the fairness of the Department's regular Promotion Boards. March 30, 2010 -- George Doumar collected $150,000 in life insurance payments on a policy issued by a credit card, after decedent's widow hired him to determine whether she could pursue dormant claims after her husband's death two years ago.
